For a person to win the primary he/she must get 40% of the vote plus one person.
If no one gets 40%, the top two vote getters go to the runoff. For at-large…if no one gets 40% plus one voter, the top two vote getters in each party automatically go to the runoff and the third and fourth place vote getters also go.
The reason for the runoff is to get down to three candidates in each party who will run against each other in the general election. The only race(s) this is not true for are the judge races.
