Her primary responsibilities will be to lead the County’s efforts in performance management, strategic planning and program evaluation.
Dr. Allen has more than 13 years of experience working in local government, having previously served in the city of Norfolk and the city of Charlotte. She earned her bachelor’s degree in psychology from Hampton University and a master’s degree in psychology from The College of William and Mary. She received her doctor of philosophy degree in organization and management from Capella University.
“Monica is well versed in strategic planning, performance and service evaluation, Balanced Scorecard, execution of both the employee climate and community surveys, and will bring a wealth of knowledge and experience to the position,” said County Manager Dena R. Diorio.
In addition to serving as a mentor to members of her community, Monica serves on the board of the YMCA of Greater Charlotte’s Y Achievers program; with Promising Pages, an organization that promotes childhood reading; and as a member of the Advisory Council for the UNCC Women + Girls Research Alliance.
Dr. Allen will begin in her new position effective immediately.
