A graduate of Western Michigan University, Mars was most recently employed with Bank of America and the City of Charlotte’s Procurement Services Division.
"Marcy has a proven procurement management track record with the City of Charlotte and Bank of America. This unique combination of public and private sector experience should serve her well in leading this new County function," said Brian Cox, Business Support Services Agency director.
Procurement is the process of ensuring an organization has the products and services it needs at the right quality, at the right time and at the best prices. The procurement director will develop purchasing policies, ensure compliance with those policies, and analyze purchasing data to identify ways to save money through smarter purchasing methods.
The initial phase will focus on the implementation of an e-procurement software system, followed by building the components of the procurement function based on the County’s strategies around the annual spend of more than $376 million. Then, in the fall of 2014, a team of about a dozen buyers and contractors will be hired to launch the new program effective Jan. 1, 2015.
During her on-boarding activities within 90 days of her hire, Mars will visit the departments and have a chance to meet many of the key internal partners who will help her make the new procurement program a success.
