The Charlotte Storm Water Services (CSWS) project team will manage the Columbus Circle project through the phases listed below.

A general description and range of typical timeframes for project phases is given below. Specific work is conducted during each phase while an emphasis is made on public involvement throughout the entire project.

Planning Phase (Completed October 2002)
During the planning phase, City staff worked with Armstrong Glen to plan improvements for the Columbus Circle project. At this time, questionnaires and public meetings were used to obtain input from property owners. Several improvement alternatives were developed and evaluated to determine the best solution. A recommended alternative was presented to the public for comment at the end of the planning phase.

These plans were based on safety, cost, benefits, storm water analysis and an extensive public involvement process that allowed citizens to provide input at public meetings. The public input assisted CSWS and Armstrong Glen to make design decisions and determine appropriate improvements.

Property Easement/Acquisition (Completed October 2005)
The City's real estate staff worked with property owners to acquire Storm Drainage Easements (SDEs) for construction work. In addition to SDEs, temporary construction easements were obtained to access work areas.

Bid Phase (Completed May 2006)
During the bid phase, final specifications were prepared and quantities of material were determined. By state law, the lowest responsible bidder is awarded the construction contract. United Construction, Inc. was selected as the contractor for the project.

Construction Phase (Completed November 2007)
The Columbus Circle project began construction in June 2006. The City gained permission to work on specific properties during the Real Estate Phase. Construction was completed in November 2007.
