Shadowlake Pond

The Shadowlake Pond Project will enhance water quality to downstream waters by replacing the existing pond riser (outlet pipe) with a spillway and repairing/stabilizing the channel between the pond and Ryder Avenue. The pond is in the vicinity of Carmel Road and Pineville-Matthews Road and is roughly bounded by Carpenter Drive, Quail Ridge Drive, and Ryder Avenue.

UPDATE: Construction is substantially complete.  The City will return in the fall to plant shrubs along the reconstructed channel behind 5906 & 5914 Ryder Avenue.

- Coordinate with Charlotte Mecklenburg Utilities’ sanitary sewer rehabilitation project.

The Charlotte-Mecklenburg Storm Water Services (CMSWS) project team will manage Shadowlake Pond Project through the phases listed below. Specific work is conducted during each phase with an emphasis is made on public involvement throughout the entire project.

Feasibility/Conceptual Design Phase (Started January 2011, End December 2011)
During the feasibility/conceptual design phase of the Shadowlake Pond Project, CMSWS evaluated the existing conditions of the pond and developed a conceptual design. This design was presented at the Shadowlake Neighborhood Association meeting on November 21, 2011. The conceptual design will be used as a guide for the design.

Property Easement Acquisition (Completed October 2012)
The City's real estate staff will work with citizens to acquire Storm Drainage Easements (SDEs). The City requests that SDEs be donated to provide access to your property to make the recommended improvements and provide future maintenance.

In addition to SDEs, temporary construction easements (TCEs) are needed to access work areas during construction and access easements (AEs) are needed for future maintenance. Also, sanitary sewer easements (SSEs) will be acquired for Charlotte-Mecklenburg Utility Department’s (CMU’s) sanitary sewer rehabilitation project.

The easement acquisition phase of a project typically lasts 8 to 12 months. However, the actual duration of the acquisition phase depends upon property owner coordination and cooperation.

Design Phase (Completed May 2013)
Detailed construction drawings and specifications will be prepared for the Shadowlake Pond project. Numerous details will be finalized, including the spillway, the repair/stabilization of the embankment, potential utility relocations, and potential landscape changes. Personnel from City of Charlotte, the engineering consultant, land surveyors, wetland specialists, and geotechnical engineers will be working in the area collecting information necessary to complete the design. The design phase of a pond project typically lasts 9-12 months. However, the design is not considered complete until all permits are obtained as the regulatory agencies may provide input which can influence the final design.

CMU will design their sanitary sewer rehabilitation project. A CMU contact name will be provided prior to beginning construction of the rehabilitation project.

Permitting Phase (Completed April 2013)
During the permitting phase, the required water quality permits are obtained from Federal and State governments. The permitting phase of a project may overlap other phases.

Bid Phase (Completed November 2013)
During the bid phase, the final plans will be circulated to qualified contractors for a competitive bidding process. By state law, the lowest responsible bidder is awarded the construction contract. The bid phase of a project typically lasts 5 to 6 months.

Construction Phase (Started December 2013)
Throughout construction, efforts will be made to minimize disruption to nearby property owners. Construction of proposed improvements will be supervised by City inspectors. Notifications of key construction dates and will be mailed to residents prior to construction. Because projects vary in size, the typical construction phase of a pond project can last from 6 months to over 1 year.
