How Charlotte-Mecklenburg Storm Water Services is Organized

To comply with North Carolina statutes, there is a "single storm water system in Mecklenburg County." That system is operated by Charlotte-Mecklenburg Storm Water Services.

However, Charlotte-Mecklenburg Storm Water Services is not a single department.

  • About 60% of the staff works for the City of Charlotte.
  • About 40% of the Storm Water Services employees work for Mecklenburg County.

City staff of Charlotte-Mecklenburg Storm Water Services work for the City's Engineering & Property Management department. County Storm Water employees work for the Land Use & Environmental Services Agency.

The City of Charlotte, Mecklenburg County and the Towns of Davidson, Cornelius, Huntersville, Matthews, Mint Hill and Pineville work cooperatively to provide comprehensive storm water services. Interlocal Agreements establish the roles and responsibilities of each local government entity.
